BEGGING IS BANNED IN CHENNAI . IS IT??? BUT ITS INCREASED COMPARING TO THE PREVIOUS YEAR !!!!!!

In Chennai beggiging is banned by the Chennai City Corporation which came into effect on June 5th 2010. But now its almost two years over but it never decreased actually the beggers increased and begging to live on the streets of the city. Near to Government Buiding, Temples, Signals, Parks and in all main areas....

When the ban was introduces the Chennai City Corporation Launched a rehabiliation Programme which initially involved by rescuing hundreds of homeless People and mentally ill People . And dispatched them in vans to old age homes and Institute of Mental Health.

But know the Chennai City Corporation is been quiet and no actions taken now for the beggers and homeless people in Chennai. And they blame that lack of manpower is the failure of the programme, But the activists says that they dont have a count or an approximate database of beggers in the city.

A daily traveler on the Chennai Beech Electric train says that beggers enter the congested compartment even during the peak hours. So the government should take action on this. When it comes to railway "Neither the Railways nor the Chennai Corporation should take action whatsoever" .

The Indian Council for Child Welfare (ICCW) made a study that among beggers in the city they foung 48% of child beggers are between 6-10 years old and the 35% were 11-15 years old. This also shows that 80% of child beggers are school dropouts. And the largest group of child beggers contains kids under the age of five. Also upto 40% of all child beggers are addicted to glu , whiteners and other substances like this.

Another study says that 43% of beggers are in the 24-26 age group which is the most productive period of the life. Activist says that we need a periodical assessement of the problem and need a strict implementation of rules to Catch up the begging netwok operated by powerful mafiahs.

Nowadays begging had become professional Just like job. And there are hundreds of begging network in the city . The people Running the network make children, women, and women with babies to beg and they ll take most of the money that begger collect. They should be caught to solve this problem. It also seems to be there was a connection between the network and criminal and mafiahs.

It is not only the reponsibility of the City Corporation to make Chennai a begger-free city, it is also the responsibility of the public to co-ordinate with the Government. And we need an effective co-ordination between the corporation, police and the organisation that helps for rehabilitate beggars, homeless old age peoples.
