Homeless People and Beggars in Chennai:-

Hi ,
This Blog To Pubic From a Public - Awake People !!!  is to create Public Awareness and also to inform and educate people about the general issues public faces day by day.
By Influencing Public opinion about an issue we can hope for the solution.


Why do we need public awareness?

                        Eye cannot see what mind does not know!! There is no substitute for public awareness and participation. So we Need to spread the news of environmental problems Public Issue and their impacts on plants,animals and human being.




Today I want to discuss about homeless people and Beggars in Chennai:(:(

I Personally really feel bad and ashamed of me and our government when i see homeless Old Age peoples , Physically and Mentally challenged peoples on Road. 



                             Nowadays homeless people in Chennai is increasing day by day. I am sure many of us seen such a people on our daily lives. Some of us have pity to them, Many indifferent towards them, and few done mercy towards them.....The truth is homeless people are part of our own city .

Who are all considered as Homeless  People?
                          One who sleeps without shelter on street, railway platform, park, flyover, or in any place which is not suitable for human habitation are considered as homeless people..



I ll discuss about how to control this and what kind of act can be taken to control and help them out.... Looking forward for Ur Suggestion and ideas toooo....Wake up people. Don't be selfish . Will Discuss in Detail Tomorrow...

According to Section 3 of the Tamil Nadu Prevention of Begging Act XIII of 1945, whoever is found begging shall be punishable a) for a first conviction with fine which may extend to Rs. 50 or with imprisonment which may extend to one month. b) On a second or subsequent conviction with imprisonment for a term which may extend to six month.

    B. Any police officer may arrest without a warrant any person who is found begging: provided that no person entering on a private premises for the purpose of soliciting or receiving alms shall be so arrested or shall be liable to any proceedings under this act except on a complaint of the occupier of the premises.

  3. In an attempt to eradicate the beggary menace, the Madurai Bench of the Madras High Court on Monday directed the Police Department to strictly implement the Tamil Nadu Prevention of Begging Act, 1941.

    Disposing of a public interest litigation petition, a Division Bench of Justice F.M. Ibrahim Kalifulla and Justice K. Veeraraghavan said the Director-General of Police could issue appropriate instructions to all district heads. The judges said the Madurai Police Commissioner, in his counter affidavit, had "virtually admitted" the prevalence of beggary. But, the officer had claimed that there were some impediments in arresting the offenders and sending them to special homes or workhouses since the Government was yet to notify such habitats.

    The petitioner, D. Muruganantham, a city advocate, placed sufficient documents to show that a government care camp for beggars was established at Melapakkam near Chennai on March 1, 1954. It was under the care of the Police Department until 1973 and now functions under the Social Welfare Department.
